I use PhotoScape too. It is not limited. You can make one gif lasting more than 5 minutes if you want, they are accepted in Blogger, but limited to 2 Kb in Tumblr, Nibblebit, etc. You want to make gifs from a video, then use KMPlayer (which is free too), open the video from your blog, stop the reading when you want your gif to start, click on Ctrl and on G at the same time, and select where you want to have the photos extracted. What number to capture? Choose continuously. How to capture? Choose an image out of 3 (and then, in PhotoScape, you'll choose 15 seconds for the lasting of each photo) If you choose 2 instead of 3 in KMPlayer, select 10 seconds in Photoscape, and so on. Size of the capture, choose the original size.
